Transfer to locked server

When a server gets locked, like some probably will when Cata comes out. I was told you can't transfer to those servers or make a new character. But you can make a new character on a locked server if you already have one on that server.

So, can you transfer to a locked server if you already have some characters located there?

If the server is full, transfers will not be available regardless of whether you have a character or not on that realm, Crainus.

New characters can be created at any time, simply keep in mind that full servers are subject to higher queue times.
