That could be a variety of issues, including a browser issue.
I would not recommend repeatedly requesting this as that could result in multiple pending charges that can take awhile to clear off.
If you want to test if it's your browser, you can clear your cookies and cache - or try a different browser.
Otherwise, I'd recommend giving our Billing department a call to see if they can be of assistance.
