GM'S explain to me PLEASE

I have toons on Shadow council. Most of them have mounts except for 2-3. Now I have this toon flaircae on eonar. He is level 20 when I found out about this issue. I just found out that the level you need for riding is level 40 and you need 45 gold to do it now. What is the deal? I mean it was easier for people at level 20 to get the mounts. Level 40 good grief. So explain this in detail why it has changed like the way he has.

Plus Pallys and Warlocks get mounts at level 20 yet can not use them. What is the point of that? To tease us or something. If so that is a mean and cruel Joke.

I just want to know why is the riding skill raised to be level 40 now and why isn't it down to 20 like it was before?

She means that your computer seems to be displaying the old mount system. When World of Warcraft first came out, players were unable to purchase riding skill until they reached level 40. If you client is displaying that currently, then it sounds like there is a corrupted file somewhere, and your system is reading inaccurate / outdated information.
