The best place to check and see if the flags have gone missing (and can be corrected) would be Billing - I'd suggest giving them a call. Once they've gotten the flags set up, if the characters still don't get the goodies, an in-game ticket can ensure that they are properly delivered.
Both assessments are correct, Pahanda - the Warbot is indeed Battle.net account bound while the Big Blizzard Bear is bound to a single World of Warcraft Account.
Rìver, this sounds like a case that, as was suggested above, would best be addressed by our Billing & Account Services department. If I am assuming correctly, you consolidated World of Warcraft accounts between two Battle.net accounts to one and may have left the licenses on the "old" account, so to speak. Our Billing reps would be best qualified to verify and correct that, if it is possible to do so.
