There might be a bit of confusion, Druklaz, your e-mail claimed that you needed to reverse some changes you may including a Character Re-Customization (which can only be handled by our Billing and Account Services department) and character deletion (which can be addressed by submitting an in-game petition).
Now it looks like you transferred the character after you re-customized so I'm not entirely certain what can be done but they will be able to let you know. Billing is open from 7 am PST to 8 PM PST, their lines are fairly busy but keep trying and you should eventually get through.
Though a Billing Rep may be able to submit a petition on your behalf to have deleted characters restored, it may be best to simply make that request yourself via an in-game petition.
