According to WoR:

WoW Population Demographics

A little more than 2 months ago, we wrote an article about Okoloth's Site, that player wrote a simple program to automate armory data collection dubbed ‘ArmorySpider’, basically it queries the armory for characters and then feeds the information back in to his local database where he can compile statistics on the overall playerbase.

He updated all his data since Patch 2.2.0 went live, He analyzed 4.5 million characters (roughly half the players base), of which 1.8 million are level 70s.

So he searched every character on armory including Europe, and Asia yet he only analyzed 4.5 million characters. So this means that there are 4.5 million wow accounts with no characters on them? Is Blizzard lying when they say they have 9 million accounts considering there is only 4.5 million characters
