Is additional charge from PayPal or Blizzard?

I use PayPal for auto-renewal every month. Every transaction has always been 14.99 which comes from my CC. Looking at this month for Nov, I noticed it was 16.20. I thought Blizzard must have raised the monthly price. However, my billing information at blizzard is still shows14.99. But PayPal says 16.20 was sent to Blizzard.

I'm a stickler at having all the Ts crossed and everything matching up but so far there is a discrepancy as to who is adding this extra charge. PayPal or Blizzard? If it is PayPal tacking on a fee but doesn't show it as a detail, I think it is pretty shady. If it is from Blizzard I am fine but I am confused as to why my Blizzard account doesn't reflect the true amount charged.

Any insight would be appreciated. I will probably stop using PayPal now and just use my CC going forward. As convenient as the service is, I dislike mysterious unexplained charges. Can Blizzard confirm whether this is coming from the Blizzard end?
