While I understand your frustration, security features such as this one have been implemented to protect accounts from unauthorized access. Unfortunately if your 3G connection is making you appears as if you were connecting from home one minute and connecting from somewhere else another, there is little we can do as 3G connections are not officially supported.
Keep in mind that the location from where you are connecting from is not the only factor. I recommend contacting our billing and account services team and discuss this issue with them. With additional account verification, they may be able to help reduce the amount of times you are locked.
Additionally, you may want to look into getting an authenticator on your account.
