We have a number of tools that help us to look into an issue that you are having but in the end a Billing issue can only be resolved by Billing staff who have been properly trained and vetted for such tasks. :)

What happened, Wickedtruth, is you didn't log into your character between steps. What happens when you transfer is if the name is already taken on the destination realm your character is flagged for a name change. In order to remove that flag you must attempt to log into the character where you will be prompted to select a new name. You immediately initiated the Faction Change service which gave you the choice of a new name, but it doesn't remove the previous flagging. So when you were done and you went to log in you are prompted with the original name flagging.
I am sorry for the inconvenience this caused you, Wickedtruth, it should be noted that your petition was resolved after 6 days 1 hour and 17 minutes. Not the kind of queue times that we like to see but not 2 weeks. :)
Queue times have been much approved and are currently around 3-5 hours.
