It isn't as simple as described, Basionge. The mount isn't duplicated, as it were, but those items used in such scams are usually acquired on a compromised account.
If, during the course of a compromise investigation it is determined that the property was sold to another player, through the auction house or trade, then part of that investigation would require the recovery of that property.
Though no restoration is ever guaranteed, we do try to replace the cost originally paid for the item when possible. If such a reclamation was made without such reimbursement it is recommended that you submit an in-game petition and inquire if the gold can be recovered.
As for three, Basionge, though anyone may sell whatever in-game item they wish for whatever amount of gold they would like, if the price of an item is suspicious it is probably a good idea to avoid such a purchase, especially if you are aware of a possible scam.
As I said, we do try to repair what damage is caused by a compromise and subsequent scam but this is not guaranteed.
