Little Brothers Account "BANNED" Status

So my little brothers account was cancelled by me for a while since he was getting bad grades and I told him that he can have it turned back on again when his grades go up. At last he did and I go to reactivate his account in preparation for CAT expansion to find that the status on his account is "BANNED".

Firstly, this is an account I made for him, i placed it under his name, placed it under his email address, and used my parents address for it, since he lives with them, just to give him a sense of ownership and responsibility. So i know i have no control over his account since it' is all under his name, but I DID pay for it, and purchase the games and such.

Secondly, I just submitted a recovery ticket following the instructions on the forums.

Third, since he's still in High school and doesn't have a CA ID card (he lives in California) will his High School ID suffice when and if blizzard asks for us to fax an ID?

I also checked his Email and found many, many, MANY Phishing emails and spoofs. I asked him if he's ever followed any or submitted any info in response to those emails and he said no, but his memory is'nt all that clear either.

I checked the support and was unable to find any answers to the BANNED status. What I want to know is, will we still be able to get his account back, or did I just waste my money on buying this game.

Any information would help alleviate some of my concerns about the account status.

If you could provide me with the name and realm of a character on his account, Bigbearcat, I may be able to provide further insight. However, be aware that since it is an account in another player's name, the information I can provide may be limited, for the sake of the account's security.

It's unlikely that a high school ID would qualify, as I believe the ID must be government issued, but there may be other methods of verification we can pursue if that becomes an issue. Billing & Account Services issues are not my forte, so it would be best to have your brother (or parent/legal guardian) call in to discuss the matter.
