Email from Blizzard.

Hello!

I received an email from Blizzard today saying there were recent changes to my account and I should review the changes. It was odd because I haven't made any changes recently.

I did deactivate my account in August, and recently reactivated in the middle of last month.

Could this be what the email is referring to, just getting to me a little late?

I logged into battle.net (not with a link from the email, manually typed into my browser) and didn't see any noticable changes.

I don't see any changes on the account, Steinomite.

Its likely a phish. I get that one all the time on my old B-net email. Check out this article to be sure:
