Elemental invasion bugged?

On my realm, there are no new quests or NPC's to talk to and all I see is random buildings on fire. The fire also keeps disapearing and reappearing every now and then. (This is not a graphics issue)

There are quests for the previous phases of these events but not for the invasion itself. There are tasks to do which you'll receive instruction as the event progresses.
