Though the majority of transfers, faction changes and other services will be allowed to go through if the initial security checks and bank requests do not throw up any red flags, the purchase isn't actually complete until it has been fully processed. This usually takes up to 72 hours. In this case there seems to have been an issue with the transaction. This could have been from your bank or our systems, Arasyn, all I can tell is that the transaction was denied.
If such transactions are denied the character is temporarily locked.

Subscriptions and service purchases are treated differently I'm afraid. In most cases there wouldn't be an issue but paid services (faction, transfer, etc...) are akin to online purchases and are handled differently then subscriptions. Our Billing and Account Services department should be able to help figure out what happened and get things straightened out.
