Most likely not, Skey. The cooldown on realm firsts are initiated by the transfer back to the to the realm that you were previously on you should still have that 60 day cooldown period for the character.

Not immediately. Players are ineligible for realm first achievements if they have transferred and been on the realm for less than 60 days. If these achievements remain incomplete for this 60 day period, the newly transferred characters will become eligible.
