Only two people may ever access an account, that is one adult, registered to the account and one minor child that the registered adult is the parent or legal guardian of. Brothers, sisters, spouses, friends, etc... may not share accounts. Nor may you trade, sell or gift accounts or characters.
As for the issue itself, your brother will want to write to [email protected] from the registered address on the account. Make sure he includes the name and realm of the character and that it is currently captain of an arena team and he needs help disbanding it.
