Also when u get a grant does it go just to the character u leveled with or can you just go on your 60 and use your grant levels.

Suigetsu has 2 levels left to grant.
Your Shaman has 13 and your Rogue has 17.
Grantable levels can only be gifted to qualifying characters on the Veteran account. For example: the level 27 Shaman can only grant levels to characters that are below that character's level. The grantable levels cannot exceed the Shaman's currently level.
Meaning your Shaman could grant a level 14 character on the Veteran account 13 levels to bring it up to level 27. You could then use your Rogue and grant 7 more levels. The granting character may not grant any levels that would allow the receiving character to exceed that level nor can they grant levels over level 60. So your level 60 Mage can only grant those levels to qualifying characters below 60.
