GM said no game hints and to come here...

I opened up a ticket about an NPC in dalaran (http://www.wowhead.com/?npc=29261) and asked weather or not he is bugged because I cant open his vendor window, It shows a little loot bag like other vendors but when you click him nothing happens....

anyways the GM's response to my ticket asking if this was working as intended or a bug, he said in the mail "Unfortunatley, we are not allowed to provide game hints of any kind. The best sources of the type of information you are looking for are your fellow player at the WoW Forums."

Wasnt aware this was a game hint? anyways does anybody know if this NPC is glitched? His loot window will not open for me.
