Can I still gain triple experiance if I'm the veteran at level 10. and My recruit is level 1? and we do level 10 quests.

Or Can I help him do his quests and get triple exp?

As long as the requirements are meant, you can level as many characters as possible within the 90-day link period, Cambridge.
