My friend was recently hacked. He has been trying to recover his battle.net account. He goes to the automated recovery on battle.net, fills in his details, and it says he needs to contact billing/accounts and gives him info. He goes the the linked form on the web and chooses product: battle.net, problem: account compromise, and it sends him back to the recovery! What is he meant to do?

If your friend is following the instructions on the Account Recovery Form, he shouldn’t have to contact Account Services. The only reason he may need to is if the Battle.net account email address was changed during the compromise.

If he is sent to the page again where he is to select a product, have him try choosing the game itself (World of Warcraft) rather than Battle.net. Perhaps this will alleviate the “looping" he is experiencing.
