Although these reports are all payment related, they are unfortunately not the result of any particular issue. Billing and Account services receive these type of calls all day. A failed transaction does not imply that there is something wrong with the payment system. Here is what I was able to find.
Paypal: Nitrowolf and Riun, the issues concerning paypal transaction stuck in a pending state is being looked into. For now hang tight or use a prepaid Game Card. As i stated before:

Nitrowolf, what exactly is the error you are receiving when trying to purchase a Game Card. I'm afraid "doesnt work" does not give me much to work with.

Both of my cards were declined (my usual card, a debit card, actually has 6 (yes 6) $1.00 with drawls from blizzard in my online statement.

This is a declined transaction which can be caused by , insufficient funds, incorrect CC information or CC fraud block. An e-mail is sent to you with a result code. Contact your financial institution and provide them the code.

For Blizzard Store purchases not related to Pre-orders, Make sure you have verified:
- Card holder's First and Last name
- Full Card Number
- Security Code
- Prepaid cards will not always work
