Marionette quest... not showing?

I am trying to get the Day of the dead Marionette... i have the bouquet, and the bread recipe.. I tried in Org, TB and Dalaran... but none of the ghosts have a quest for me. I am pretty sure I did NOT do this quest on this toon at all... and I am not sure if I have, if it matters... but I would like the puppet :(

And yes I have a ticket open.. BUT since the even is soon over, I was hoping a GM could take a look and see what the problem is...
