Questions about char transfer

hey im curious. can i do a char transfer with only the same last names on the account ? everythign else is the same. i bought my brother a wow account for wrath and he doesnt use it. and i wont lie. im to lazy to level a priest. is it possible to do the transfer from account to account if just the last name is the same ? if i would have known that it would have been an issue i would have made it in my name

As, Eilethalua mentioned, Paid Character Transfers(PCT) can only be done between to account that are owned and registered to the same user.

The Terms of Use are clear that accounts and characters cannot even get gifted. They only ever belong to the original creator of the account (with the single exception of an adult allowing one minor child that they are parent or guardian of to play on an account in the adult's name).
