Why are some races not getting the new hair?

Human females are at least one race I know of that did not receive any new hair styles. Why is this? Does blizzard have any plans of giving us new hair styles too? Were we supposed to get them but for some reason it was bugged?

Any other races out there feeling like they were cheated too? I want to know.

We had a bunch of hairstyles we threw in for testing on the PTR and the majority of them did not pass the test. (quality, art direction, bugs, etc.)
