Need help with scroll of resurrection

Is something wrong with the scroll of resurrection page? because i send a scroll to my friend that want to come and try back WoW and when he clicks on the confirm he get an error page. he has the bc upgrade so it should be working.

The two most common causes of that are having already upgraded to Wrath (which you say he hasn't) and having ever used one on that account before.
