Paid Character Transfer Failure

Ahoy there, last night, I transferred my 71 Paladin, Wholly, from Ursin to The Underbog, (now named Banans) successfully, and everything was fine. Then like, 17 minutes ago, I got a notification that the transfer failed, and that my character was locked and that the transfer had been declined.

....What? It's already there, why would it be declined? There's a 25$ pending charge on the card I used, my Paladin has already been transferred, yes, it was me who made the transfer, and I've got more than enough money to cover a single transfer.

I don't really have any overwhelming desire to play my Paladin, but there are some Heirlooms I want to send from it to my new Horde character on The Underbog, just for efficiency's sake.

My account is secure, I've got the Authenticator (Physical, not phone app), my password differs from all of the other ones I use on the internet, I don't share my account details, etc etc.

What's going on? :(

Oh, and as an additional possibly relevant note: I connect through a VPN because the college I'm at filters certain connections in a blanket way, so most gaming services are blocked, so even though I'm in Oregon, my IP is probably listed as one in San Francisco.

Usually when Paid Character Transfers decline it can be for one of two things: either the transfer appeared to be suspicious or there was a problem finalizing the payment.

Much like the online upgrades, character transfers will go through a series of checks. Rather than have players wait until the checks are concluded, which can take a few days, the character is allowed to transfer. If there is an issue with the transfer then the character becomes locked. If everything completes successfully, the payment will be withdrawn.

This may have triggered the lock though I do not know for certain.

In order to resolve the situation you will need to contact Account Services. They should be able to unlock the character as well as process the Character Transfer for you.
