Why isn't the spell effect bug in sticky?

I am sure lots players have issue with unable to see spell effect on ground. I have seen multiple posts here and on bug report, but never make it to the sticky.

Like many have tried before, I had my video setting to ultra, my game lagged a bit, and spell effect on ground still only show up once a blue moon. It's extremely difficult to deal in some event that you need to watch out for spell effect on ground like FoS, PoS, Uldar, ICC, VoA and ToGC. I have my video setting back to good, at least I can play with no lag now.

Our sticky tends to address the issues most posted about here - as to encourage fewer posts on the same issues.

I believe the spell effect issue should have been resolved in today's patch - have you tried changing your graphic settings today and noticed any difference?
