Recruit a friend XP not working

Just did recruit a friend today. Did it in the wrong order called blizzard you guys fixed it linked our accounts, it says the accounts are linked under account management but we are not getting 3x experience nor the ability to summon. his name is Shinali on Altar of Storms Horde side.

I went ahead and refreshed both accounts. You will both need to exit the game and log in once again. Let me know if you are still not receiving triple experience or are unable to summon each other.
