The Masked Orphan Matron in Razor Hill won't give the quest "let the fire's come!". She only gives the quest "stop the fires". The horseman hasn't made an appearance in Razor Hill in over an hour. I've tested and the Matron is giving the "let the fire's come!" quest in both Falconwing square and in Brill.
