See if you can access this character now, Albeeal. I'm uncertain what happened here, but it was marked as having an error in the transfer.
You should also have correspondence on the character that you petitioned under. You can respond directly back through the petition system with more questions, or if you can't seem to access that character.
As far as payment, I'm fairly certain only our Billing department is going to be able to answer that type of inquiry.
