Transfered server under illusion of fix

I transferred to another server with the illusion that it would solve the disconnect issue I was having on my old server. This decision was made after I did everything I could think of, and read about which would solve the disconnect issue I am having. I am still having disconnect issues,even after ISP service person came out to replace hardware. I've re-installed the game, and downloaded the patch content. I do not run addons.
I play other games and have no latency issues or disconnect issues.

Blizzard, I want my toons to be transferred back to the server I transferred from. Can you assist on the process?

I am afraid we may not be able to facilitate your request, Sneaguefargi.

Transferring a character does not guarantee the issues you experienced will be resolved. There could be other underlying issues with the computer, your connection, or other technical related factors. If you have not done so already, you may wish to contact our Technical Support team for further assistance. They may be able to troubleshoot the disconnection issue you are experiencing. You can also inquire about the transfers being reversed. Due to the length of time that has transpired since the transfer, I will gather this request will not be granted. You are more than happy to perform the transfer process again if you so choose to do so.

I noticed you were running a trace route to USEAST which is for Warcraft III, StarCraft, Diablo II, Diablo, and Warcraft II: Battle.net Edition.
