This could be a billing issue, or it could sometimes be a browser issue. As stated above, sometimes clearing your cookies/cache - or trying another browser could help.
As to the difference between your monthly subscription and purchasing an expansion - those are two different TYPES of transactions, some cards do allow one and not the other.
All this would be something Billing would be best equipped to assist you with if you can contact them. Given the area you state you are in, looking into a program such as Skype might be worthwhile as well.
