Friend locked out of account

My friend's account has been locked due to suspicious activity(confirmed when trying to sign onto bnet) it says he must contact customer service after trying to reset password by answering secret question, however he can't get in contact with anyone with the phone number they gave him, it keeps telling him to do everything online. is there another number he can call to unlock his account?

If his account is currently locked due to suspicious activity and he has verified by checking the headers (http://us.blizzard.com/support/article/30828) that the email is legit. He is able to follow the link on that email to change his password to log back in.

If he still has trouble he will need to contact Account Services here:
