"stop the fires" quest in razor hill

On the dragonmaw server, this quest is currently bugged. The Masked orphan matron only gives this quest if the event is already ongoing. Otherwise you get "let the fires come". The event is currently not happening and she continues to only offer "stop the fires" instead of the other quest which starts the event. Seems to have been bugged since yesterday.

Yes i have abandoned and talked to the npc multiple times and she continues to only offer the "stop the fires" quest.
