Trying to finish the AQ Scepter Chain

However, when I go into Blackwing Lair, Vael doesn't offer me the quest Nefarius's Corruption. I already have the Blue and Green Shards and started the questline back in Vanilla WOW, just finishing it up now before it is removed from the game. I have a ticket in game, but with the rate they are being responded to since the patch, I'd like to get some kind of feedback sooner. Is Vael not giving the quest a known bug?

From the information I've been able to gather, this entire chain has been discontinued.

You may be still able to turn in parts you already have, but I've been told you will no longer be able to continue the chain or receive items that you do not already currently have.
