Account recovery questions.

I stopped playing around early july and when I wanted to come back to the game in the past month I found out my account had been hacked. I tried sending in emails but got no where that way and calling up is a hassle because of the time zone difference (I live in Australia).
I decided to just start again on my new account but now I changed my mind and want to recover my account.
Should I ring up or can I just send in the account recovery form (the one with the "updated account information")?

If you need assistance trying to regain control of an account, calling would be the most expedient way to get this looked into.
