My sister received her email asking her to confirm for the SoR, but the Confirm button keeps looping back to the same page the link sent her to and won't confirm. She's tried opening it in 3 different browsers, and they all keep doing the same.

Any suggestions as to what we can do?

It looks like it went through, Cytisus. It is more than likely an issue with the page itself.

Can you ask your sister to check her account status via the account management page?
