I have seen 3 people get this since the last patch... did the last patch bug its drop rate?

It looks like this drop rate has NOT been changed.

Just as rare as ever, though it seems those you know may be getting quite lucky. >^.~< Maybe I'll go run Tempest Keep myself this weekend... I've always wanted a phoenix!
