PVP gear buyable w/o rating - intended?

I'm really hoping this is intended, along the lines of how Brutal gear became buyable around Wrath's launch for everyone, but figured I'd check before throwing all my characters' points into it.

While Wrathful gear is still red and says you need rating to purchase, it looks like the only thing you actually can't pick up is the shoulders and the second tier of weapons.
