Editing Ticket

Just curious - I like to report people who are violating the EULA and ToS when they start spewing out hate speech, slurs, etc. - if I edit a ticket and then resubmit, does it move it back to the beginning of the ticket queue?

I guess it doesn't really matter, except in this patch for some reason the "YOU HAVE AN OPEN TICKET" box is covering up all of my buffs.
