Missing Inscription Button

I started a new character today, this mage. At level 10 I learned inscription and leveled it to about 45. I then logged off for a couple hours. When I logged back on I continued leveling mage (now lvl 12) and went to do some inscription stuff and the icon to open the dialog is gone. I still have milling and a level of 47, but can't open the inscription trade window.
