Missing character (non patch related)

I had a character a while back that got deleted. (a friend did it for the lulz i think, but i didn't lul) I didn't really play that toon a heck of a lot so I put off opening a ticket until I wanted it back. Is it possible to get this character back since it was so long ago? It was only level 40, but it'd be better than starting from scratch. The in game help button said they are too busy or something, so I came here. Thanks in advance!

Unfortunately, Jyf, the Customer Service Forums are not meant to bypass the in-game petition system. Those of us who post here, Customer Service Forum Representatives, are not Game Masters and while we do share some of their abilities, we are not able to handle petitions directly.

You'll want to submit an in-game petition for assistance with this issue. Please keep in mind not all restorations are guaranteed, and that the level of your character may come into play if they have been deleted for an extended period of time.
