It's possible if his email account itself was compromised someone is intercepting, deleting or forwarding those mails, if indeed they aren't hiding out in a spam filter or being blocked somehow.
It's very important to make sure that both his system AND his email account are secure.
He could also contact our Billing department via phone if he'd like to verify we've received the form and that will also likely be necessary if his email has been compromised and he needs help either changing his Battle.net to a new address or getting back into control of the account.
