Would like a reason

I understand that you can't restore the enchants that are no longer in the game... However I do not understand as to why you are not able to restore the enchants that were carried over and would like an explanation as to why this is so. If that is too much to ask then the heck with retail WoW it is not worth paying for customer service that takes eons to respond and when answered, whether it is positive for the player or not, there is no explanation give to the matter at hand.

It is a matter of verification, Demophobia. We simply have no way to tell what enchantments were originally on the items.

Though we would rather be able to implement a correction that returns what was lost our Developers looked into it and that option is simply not available to us. I am sorry, Demonphobia.

Completely understandable, Demophobia, I lost a few fairly expensive enchants across a number of my characters too. It is unfortunate but I can assure you that everything to recover the enchantments was done. We never like to bear the burden of bad news, in fact we avoid it whenever possible. I think everyone would much rather say yes in such situations.
