Since the new patch, the Master Riding skill has been in my spellbook saying "See your trainer." Also, when I approached a riding trainer, i had the option to buy Master Riding. I already had it before the patch.

The 'Master Riding' you are seeing to purchase is the next tier in mount training and will raise your mount speed from 280% to 310%,
Dainius. If you already knew a mount that had 310%, then you will have already been provided this skill. If not, however, it is now an option available for purchase.

Hope that makes some sense.
