Flying mounts already available? Or glitch?

I'm in Silvermoon City, walking around, minding my own business...and getting griefed by overhead flyers. Some people can train into the new flight system--some cannot. Is this a glitch? Or is flight in cities really happening?

I also read that to get it, you have to have already had a 310% flying mount. Not entirely fair. I am not going to hunt down the Time Lost just to get free flying. That's craziness! :P
