Frozen does indeed mean the time has expired and none yet applied to the account.
I'd say it's probable that's exactly what's happened and your new payment simply is yet to be applied. Billing could answer this in greater detail if you'd like to contact them, but if your payment was accepted - barring issues with that, this should resolve itself.
