Payment mishap?

I'm not sure if this is normal but.

Earlier my subscription ran out and disconnected me as usual, so just under an hour ago I added a 1 month recurring subscription via paypal, and it said to wait upto 60 minutes till the payment will be processed and I will be able to log in.

On battle.net, account status went from "pending" to "frozen".

Did something happen?

Frozen does indeed mean the time has expired and none yet applied to the account.

I'd say it's probable that's exactly what's happened and your new payment simply is yet to be applied. Billing could answer this in greater detail if you'd like to contact them, but if your payment was accepted - barring issues with that, this should resolve itself.
