If I were to delete my Interface folder preparing for 4.0.1, on re-loading the game, would it be re-made to the basic Blizzard one?

The three folders commonly associated with a reset UI - i.e., Interface, WTF and Cache will all recreate when WoW launches if they do not exist. That's the cornerstone of a reset.
