Bind on Account items.. intended?

So, I was playing on an alt today, and really liking it.. So, I decided to go and pick up an item or two...
Before the patch, just for some comparison reasons, the BoA items typically cost between 50 and 75 lower-tier badges. In the current content tier, Tier 10 cost roughly 95. With the new Justice Point conversion, BoA items have soared up to ~2k JPs, where Tier 10 pieces are ~1100.. The scaling just doesnt seem right at all. Is there supposed to be this much imbalance? Or is it just a mistake? Completely takes out the desire to purchase items for an alt...
