Faction change sharing cd with servertransfer

I just server transferred but now I'm on CD (3days) for Faction change.

The last time I faction changed was sep 20th.

What's going on? Anyone else experience this? I don't want to wait 3 days to faction xfer when I shouldn't even be on the cooldown..
